China has proposed that it will increase its nationally determined contributions, adopt more effective policies and measures, strive to peak its carbon dioxide emissions by 2030, and strive to achieve carbon neutral by 2060. This powerful speech, in the global scope caused widespread attention.


The meaning

Professor He Jiankun, deputy director of the National Expert Committee on Climate Change and director of the Academic Committee of the Institute of Climate Change and Sustainable Development at Tsinghua University, said: ‘The carbon-neutral 2060 requires a near-zero emission by 2050 and a sustainable energy system with new and renewable energy as the mainstay. Achieving carbon neutrality by 2060 requires a huge transformation of the entire social and economic system, energy system, technology system and other aspects, and requires painstaking efforts. At the same time, the transformation will also bring multiple synergies for China, such as improving economic competitiveness, social development and environmental protection.’

In the view of Zhang Shuwei, director of the Draworld Environmental Research Center, China's efforts to achieve carbon neutrality by 2060 means that after carbon emissions peak around 2030, it will need to continue to reduce emissions rapidly for 30 years, which will undoubtedly have strong implications for the transformation of energy, transportation, industry, construction and agriculture, and will have a huge signal for new investment.

 

The definition

Carbon neutrality means that countries, enterprises, groups and individuals offset their own greenhouse gas emissions by planting trees or buying carbon credits such as CCER, so as to achieve zero greenhouse gas emissions. Under the background of global warming, carbon neutral has become an important measure for governments, enterprises, organizations and individuals to deal with climate change.

 

The path

To achieve the goal of carbon neutrality by 2060, China should deepen and accelerate the revolution in energy and consumption, intensify the development of clean, sustainable and renewable energy sources such as wind power and solar power, and promote them to become the mainstay of the energy system, so that carbon emissions can peak earlier and control the peak at a relatively low level.

The expert suggested that in the "difference" planning, more clear climate goals should be set up, limiting the use of traditional energy sources such as coal, make clear restrictions on the use of, accelerate the transformation of energy construction, as well as promote the governments at all levels, institutions, enterprises to actively explore technology, business, energy multiple long-term sustainable development route.

 

Countries

In fact, more than 100 countries have proposed, or will soon propose, carbon-neutral targets. Among them, Suriname and Bhutan have achieved carbon neutral targets. Ten countries, including the UK, France, Germany, South Korea, Sweden, Norway, Finland, Denmark, New Zealand and Hungary, have included carbon neutrality in their legislation. Seventeen countries and regions, including China, the European Union, South Africa, Japan, Singapore and California, have incorporated carbon neutrality into their national strategies. More than 90 countries, including Italy, Canada, Mexico, the Netherlands, Colombia, Argentina, Belgium, Pakistan, Ethiopia, Libya and Monaco, are discussing carbon neutrality in their national strategies.

 


Enterprises

In addition to national attention, many companies have included carbon neutrality or reducing carbon emissions in their strategic goals. Among them, Google, Evian, Gucci, Philips Lighting, Delta Air Lines and others have declared themselves carbon neutral. Apple, Siemens, IKEA, PWC, Unilever and Lego have proposed to go carbon neutral by 2030, and L 'Oreal has proposed to go carbon neutral by 2025 for all its factories. Dell has pledged to reduce its carbon emissions by 50 percent by 2030, Volkswagen to zero emissions in its cars by 2050, and Mercedes-Benz to go carbon neutral in its vehicles by 2039.

Activities

Green and low-carbon has now become the mainstream concept of large-scale activities. In June 2014, Carbonstop and the UNEP jointly issued the Guidelines and Actions for the Green Meeting, which provides a reference and standard for the implementation of the Green Meeting. In June 2019, the Ministry of Ecology and Environment officially promulgated the "Guidelines for the Implementation of Carbon in Large-scale Events (Trial)" to promote the practice of low-carbon concepts and promote the new trend of taking pride in low carbon.

Events have a long history of carbon-neutral, including the 2010 Vancouver Winter Olympics, which went carbon neutral. The Vancouver Winter Games are the first ever to be carbon neutral, with more than 7,000 athletes, coaches and officials also going carbon neutral in their travel. To do this, Vancouver relies on renewable hydropower for 90 percent of its electricity, the government has set the strictest green building standards for Olympic venues, the city's sport-utility vehicles and buses are mostly hydrogen-powered, and the city has made a big push for mass transit -- there's no spectator parking at the venues. During the Winter Olympics, then-mayor Robertson spearheaded the bike ride.

China’s first carbon-neutral activity was in 2010. The 3rd China International Forum on Ecological Civilization and Green Competitiveness in 2010, the APEC in 2014, the Hangzhou Marathon in 2018 and 2019, and the Ali Bund Conference in 2020 are all carbon neutral. Since 2011, the China Green Companies Annual Conference has been carbon neutral for 10 consecutive years. The 2022 World Cup, to be held in Qatar, will also be carbon neutral.
