BEIJING, March 5 (Xinhua) -- President Xi Jinping on Tuesday stressed efforts to maintain strategic resolve in enhancing the building of an ecological civilization and to protect the country's beautiful scenery in the northern border areas. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks when attending a panel discussion with his fellow deputies from Inner Mongolia Autonomous Region at the second session of the 13th National People's Congress, China's national legislature. The president called for intensified protection of the ecological system, urging people to fight resolutely against pollution. The Party's theory on an ecological civilization has been constantly enriched and improved since the 18th CPC National Congress in late 2012, Xi said. All localities and departments should earnestly implement the Party's arrangement and requirements for building an ecological civilization, pushing it to a new level, Xi said. Building Inner Mongolia into an important shield for ecological security in northern China is a strategic position set with full consideration of the country's overall development and a major responsibility the region must shoulder, Xi said. Fundamentally speaking, environmental protection and economic development are closely integrated and complement each other, Xi said. In the Chinese economy's transition from the phase of rapid growth to a stage of high-quality development, pollution control and environmental governance are two major tasks that must be accomplished, he added. The country should explore a new path of high-quality development that prioritizes ecology and highlights green development, Xi said. With its diversified natural forms including forests, grasslands, wetlands, rivers, lakes and deserts, Inner Mongolia features a comprehensive ecological system formed over a long period of time. Integrated measures should be taken in ecological protection and rehabilitation in the region, he said. Xi underlined a resolute and effective fight to prevent and control pollution, saying prominent environmental issues the people are strongly concerned about must be addressed properly. XINING -- The latest monitoring data has shown that China's Sanjiangyuan National Park has seen increased vegetation coverage in recent years. Sanjiangyuan National Park, also known as the Three-River-Source National Park, is home to the headwaters of the Yangtze, Yellow and Lancang rivers. Climate changing and human activities have caused environmental degradation in the park area since the 1970s. A recent report released by the park said many types of vegetation in the park have been increasing and the ecological environment has become better since the government injected more than 10 billion yuan (1.5 billion U.S. dollars) into environmental protection and restoration. The grassland vegetation cover increased by 27 percent in 2018 and the sward height grew 0.8 centimeters higher, compared with 2017. Vegetation coverage on sandy soil rose by 2 percent, according to the report. The Sanjiangyuan National Park started trial operation in 2016 and is set to open in 2020. Ling Wen, president & CEO of China Energy, said the State-owned company will continue its efforts in the clean and efficient use of coal, and will further promote clean energy including hydrogen energy, to meet China's commitment to combat climate change. The company, which was established in 2017 following the merger of Fortune 500 companies China Guodian and Shenhua Group, is now the world's largest producer of coal, thermal power, wind power, coal-to-liquids and coal-to-chemicals. It has solved safety issues in coal production, and made remarkable progress in upgrading efficiency, apart from supplying quality coal to meet increased energy demand resulting from China's robust economic growth, said Ling, a member of the 13th National Committee of the Chinese People's Political Consultative Conference. "After solving safety and efficiency issues, the main challenge in the coal sector is environmental protection," Ling told China Daily during the ongoing two sessions. He also said the world needs cooperation throughout not only in companies, but also in universities, governments and financial institutions, to address environmental problems such as climate change. Ling predicted that, in China's total primary energy consumption, coal will drop by about one percentage point each year, because as the Chinese economy grows and energy demand increases, the energy mix will optimize to have more renewables. He said China Energy will further improve the clean and efficient use of coal, while facilitating clean renewables such as wind and hydrogen energies. Producing 16 percent of the total coal output in China, China Energy attaches great importance to environmental protection, by adopting effective measures and advanced technologies. Its mining process is 100 percent mechanized, with an intelligent control system, and it has developed techniques to turn the explored underground coal pits into water reservoirs in order to protect groundwater resources. For instance, the 35 water reservoirs in the Shendong coal mine areas in northwestern China hold 27 million cubic meters of water in total, equal to twice the volume of the West Lake in Hangzhou, Zhejiang province. Besides, China Energy also plants trees to protect the ground surface of coal mines, and the average vegetation ratio at its coal mines has increased to more than 70 percent from just 3 to 10 percent before mining. In 2014, the company's Zhoushan Power Plant became the world's first ultra-low emission coal-fired power unit. Now 98 percent of its 163 coal fired power plants have achieved an ultra-low emission standard. As a result, the emission of dusts, sulfur dioxide (SO2) and nitrogen oxides (NOx) - the main pollutants from burning coal - are respectively two, two and 19 milligrams per cubic meter, even much lower than China's emission standards for gas turbines, which are five, 35 and 50 milligrams per cubic meter. Specifically, China Energy has the largest coal-to-hydrogen production capacity in China and in the world. Ling, who is also an academician of Chinese Academy of Engineering, said as a scientist, he regards hydrogen energy as an "absolute clean" energy because it only has water as a byproduct while being produced and consumed. According to the Hydrogen Council, deployed at scale, hydrogen could account for almost one-fifth of total final energy consumption by 2050, which would largely reduce emissions and contribute to containing global warming. Ling believes China has very great potential in developing hydrogen energy. China is rich in hydrogen resources with an annual production capacity of more than 25 million metric tons. And China has huge hydrogen market demand due to the booming growth of new energy vehicles. China Energy has been working on promoting hydrogen production and utilization in China. It initiated and sponsored the China National Alliance of Hydrogen and Fuel Cell to promote low-cost hydrogen production, transportation, and the establishment of industry standards such as those regarding hydrogen refueling stations. "We are now in the leading position in China's hydrogen energy sector, and we hope we can bring together all parties in the hydrogen community, calling for 'a hydrogen society' in China," Ling said. Chinese entrepreneurs are committed to sharing their solutions for the protection of the environment of Tibet, considered the be part of the earth's "third pole", according to Li Xikui, secretary-general of Chinese People's Association for Friendship with Foreign Countries, or CPAFFC. Li, who spoke during a side event of the ongoing United Nations Environment Assembly, or UNEA, said Chinese enterprises play an irreplaceable role in the sustainable development of Tibet's ecology. Hailed as the "roof of the world", the "water tower of Asia", Tibet has ice fields contain the largest reserve of fresh water outside the polar regions. It is the source of the 10 major river systems that provide irrigation, power and drinking water for over 1.3 billion people in Asia, nearly 20 percent of the world's population, according to thirdpole.net. It's also a natural habitat for rare animals like the wild yak, Przewalski's gazelle, snow leopard and a gene pool of plateau life. However, climate change has become a major concern in the third pole, according to the International Centre for Integrated Mountain Development. The rate of warming in the region is significantly higher than the global average, with increased rate at higher altitude, suggesting a greater vulnerability of the environment to climate change. This trend is expected to continue. Li said the Chinese government has always paid close attention to the ecological protection in Tibet. "Today, there are more than 20 entrepreneurs from China who are involved in the World's Third Pole Environmental Protection issue, establishing an ecological civilization concept that respects, conforms to and protects nature," he said. Li said the entrepreneurs have overcome many challenges and spent time, energy and financial resources to repeatedly explore the possibilities. "They are more than willing to contribute and share innovative methods and results to the world. They have set up entrepreneurial role models with their own actions and led more to Chinese entrepreneurs to actively participate in the ecological environmental protection," he said. Tibet Langsai Industrial Co Ltd is one of the Chinese companies that have committed to protecting the third pole environment. Suo Lang, the company chairman, said his company has always put environmental protection as the priority to strictly implement the government's related requirements. "To realize a health and sustainable development, we promote ecological cycles, low carbon manufacturing, and clean production," Suo said. He noted that his staff members have been participating in the March 12 tree-planting activities in Tibet. He said the people living in the Qinghai-Tibet Plateau will continuously shoulder the responsibility to protect the ecological environment of the high plateau and will play an active role in environmental protection activities. "We are dedicated to protecting plants, mountains and waters for the benefit of all mankind. I believe through joint efforts, we will make the sky brighter, the water cleaner and the mountains greener for the world's third pole," he said. Source:China Daily Date:Mar 14,2019
