On July 16, 2019, the Green Supply Chain Action of Real Estate (Green Chain Action) held the "Green List" project launch meeting in Beijing. Under the premise of promoting the environmental compliance of real estate supply chain enterprises, the Green List project proposed two higher requirements: improving energy efficiency and reducing carbon emissions. On the basis of the scope and basis of the White List, Green List needs to be launched. At this meeting, the Green Chain Initiative officially launched the Green List project.
The meeting brought together representatives from the government, industry associations, technical support agencies, public welfare organizations, real estate enterprises and suppliers to discuss the current situation, difficulties and needs of real estate suppliers in implementing energy efficiency improvement and carbon reduction. The meeting participants also put forward plans and suggestions for the project and held open discussions.
Relevant studies show that China currently accounts for about 20% of global carbon emissions, of which nearly 40% are generated by the real estate and construction industries. As a result, in the global carbon emissions, China's real estate and construction industries account for about 8%, which has huge carbon emission reduction potential. To this end, the Green Chain Action has stricter requirements of carbon emission reduction and energy efficiency improvement on the basis of the white list requirements for pollution compliance, and launched the "Green List".
What does the Green List needs to do?
We will select the supply chain enterprises that meet the green definition and have excellent performance in energy saving and emission reduction to enter the "green list" and get the priority purchase of real estate enterprises. We want:
Establish the evaluation rules of "Green List" and form "Green List" through screening.
Promote real estate enterprises to make priority purchases in accordance with the "Green List";
Provide technical support to real estate enterprises and supplier enterprises in capacity building;
Through the "Green List" mechanism, the Green Chain Action will promote real estate and upstream supply chain enterprises to turn huge carbon emission reduction potential into strong strength, and contribute to China's and even the world's carbon emission reduction goals.
Green list frame for action
In the next two years, the Green List project plans to work from baseline survey, compilation and certification of Green List evaluation rules, selection of Green List, carbon verification of enterprises themselves, carbon target setting, professional training, action plan, technical support, writing typical cases and analysis reports. Finally, some excellent suppliers were selected to enter the "Green List" for priority procurement.

It is suggested that "green list" can be tried in five aspects: first, to find out enterprise data and quantify it well. Secondly, to establish the threshold mechanism of green list and determine the inclusion conditions and principles. Thirdly, to do basic industry work, to formulate the intensity of carbon emissions, to implement the demonstration project of product carbon footprint, and to disclose carbon information. Fourth, we may try to use a simple and easy-to-use software to let real estate enterprises calculate and manage their own carbon emissions. Fifthly, we can build a green index system of supply chain in the real estate industry, which is easy to replicate in the future.
